There are several ways that you can make a concrete texture in Photoshop depending on what look you are going for with your final product.
One way is by using filters already available through Adobe Photoshop.
The “Texturize” filter can be found under Filter->Texture->Texturize.
Once selected there will be different types of concrete textures for you too choose from as well as options
to change things like depth, scale or relief.
Another way, if you are looking for more precision in where you place your concrete textures is by using the stamp tool.
This allows for you too take an area already established in your photograph and “clone” it so that you can then place that cloned area elsewhere on your photograph.
To do this simply select the stamp tool from your toolbar or press “S” on your keyboard.

To do this start by creating a new layer in Photoshop.
Then fill that layer with black using the Paint Bucket Tool.
Next go : Layer->Layer Mask->Reveal All.
Doing this should add a white layer mask on top of whatever was originally there.
From there, go: Image->Adjustments->Brightness/Contrast.
Once selected increase contrast until desired results are achieved.
Finally go: Image->Adjustments->Levels
And once again increase levels until desired look is reached for final product
